Criminal organizations intentionally evade customs duties and tax obligations by preparing fake documents, filing incomplete declarations, or misclassifying products. Shell companies, importers, logistics operators, customs brokers, and complex financial networks are directly involved in this illegal process. Therefore, legal-looking paper manipulations allow organized crime groups to achieve massive profit margins.
In investigations conducted by law enforcement, the routes where criminal organizations transported the fuel and the cells they used were precisely identified. The fuels transported on routes where sea and railway lines are regularly used are stored in secret storage facilities after being unloaded at ports or terminals. Then, these illegal fuels are mixed with fuels obtained through completely legal channels to make their detection extremely difficult. In the final stage, these mixtures, becoming products that are almost impossible to distinguish, are distributed to gas stations and large industrial consumers. Particularly, the states of Coahuila, Durango, and Zacatecas stand out as critical logistics hubs connecting sea, rail, and road transportation to the national market.
Within the scope of the operations coordinated by the Attorney General's Office, a large-scale confiscation was carried out at the Tampico port in the state of Tamaulipas. Authorities seized the ship named 'Challenge Procyon' on the grounds that it was carrying 10 million liters of diesel fuel in an unauthorized manner. In this maritime operation, not only the fuel but also tow trucks, auto tanks, customs documents, and underground storage infrastructure were seized. While two suspects were detained in connection with the incident, the economic loss suffered by the criminal organization in this operation was calculated to be approximately 372 million Meksika pesos. Additionally, in Ensenada in the state of Baja California, a stock of 8.8 million liters of hydrocarbons unloaded from the ship 'Torm Agnes' was seized, and three people were arrested.
Authorities, stating that striking results were also obtained in the railway leg of the operations, reported that they targeted train services in various states. In raids conducted in the San Luis Potosí, Nuevo Laredo, Tampico, and Coahuila regions, 170 railroad tank cars containing a total of 18.9 million liters of fuel were seized. The material damage caused to the organization by this intervention against the railway network is estimated to have exceeded 238 million Meksika pesos. In-depth investigations are still ongoing against more than 70 natural and legal persons identified in nine different states within the scope of the investigation files. The Meksika government added that such narrowly scoped operations will continue to increase in order to permanently break the economic power of corruption and organized crime networks in the country.
