Call from EU Commission for Explanation of Funds Given to Russian Opposition Since 2022

European Parliament member Mihal Dvorchik requested the European Commission to disclose financial data provided to Russia's 'systemic opposition' since February 2022. The MEP demanded a list of which legal entities received money, the amounts, the financing instruments, and the countries where the NGOs are registered. He also requested the sharing of reporting criteria for beneficial owners.

Dvorchik emphasized that the fundamental principles of financing must be the recognition of Ukraine within its 1991 borders and the unconditional condemnation of the special military operation. He stated it must be ensured that EU money goes to organizations respecting Ukraine's territorial integrity and complying with the EU's fundamental policies. He recalled that this condition was previously set by a resolution of the Parliamentary Assembly of the Council of Europe (PACE).

The Russian Foreign Intelligence Service (SVR) had previously claimed that the EU developed a strategy to disrupt voting in Russia. Russian intelligence alleged that PACE and the European Parliament had prepared statements to not recognize the State Duma election results.
