Sao Paulo Municipality Finds 13 Million Real Irregularity in NGO of Bolsonaro Film Producer

In Sao Paulo, one of Brazil's largest metropolises, municipal officials have uncovered a major scandal during audits regarding the use of public resources. Approximately 13 million Brazilian Real worth of irregularities were detected in the expenditures of a non-governmental organization called the Conhecer Brasil Institute (ICB). The organization in question has close ties with the producer of the cinema film 'Dark Horse', which depicts the life of Brazilian President Jair Bolsonaro. Investigations revealed that there are serious deficiencies and inconsistencies in the documents the organization is obliged to account for to the public. Authorities announced that various pieces of evidence were obtained, such as canceled invoices and inadequate project reports. The repercussions of the incident have paved the way for a comprehensive investigation in Brazilian politics.

The detailed report prepared by the Municipal Secretariat for Innovation and Technology draws attention to the lack of financial transparency in the organization. According to the report, ICB could not clearly document the justification and implementation steps of the activities it carried out within the scope of its contracts with the public. It was stated that insufficient evidence was provided to verify large expenditures made for technology and telecommunications services. Furthermore, it was determined that monthly detailed reports, which are mandatory to be submitted in areas such as communication and advertising consultancy, were missing. It was emphasized that the official documents and invoices submitted by the organization were not sufficiently clear, and this situation made the auditing of expenditures significantly difficult. In line with all these findings, the organization was given an official period of thirty days to rectify the deficiencies and explain the inconsistencies.

One of the most striking parts of the scandal constitutes the background of some private companies to which the organization made payments. During the investigations, it was revealed that the invoice for a 500 thousand Real payment made by the organization to a company called 'Favela Conectada' was canceled just ten days after it was issued. Even more concerning, according to news reports in the press, there are claims that one of the partners of this company is a member of the Capital's First Command (PCC), one of Brazil's largest organized crime syndicates. The fact that the same partner's name is also mentioned in investigations into the financing processes of the 'Dark Horse' film has further expanded the scope of the incident. These connections are being examined in depth within the scope of large-scale investigations conducted by police units. It is being investigated whether there are similar suspicious financial movements in other projects where the company is referred to as a subcontractor.

In the face of all these developments, the Conhecer Brasil Institute, the accused organization at the center, issued a statement to the public to defend itself. Organization officials rejected the charges directed at them, claiming that they were in full cooperation with the legal authorities throughout the entire process. In the written statement published, it was expressed that all submitted documents and invoices would prove the legitimacy of the activities and that all kinds of doubts would be dispelled at the end of the process. It was noted that notifications from the relevant authorities were considered a natural part of the auditing mechanisms of public institutions. Officials argued that requesting additional documents or making minor adjustments during the preparation of financial reports was a procedural requirement. Nevertheless, it was guaranteed that the organization would present detailed evidence meeting all the municipality's demands within the thirty-day period.

During the municipality's financial reviews, the projects where irregularities were detected were not only large public-funded contracts but also smaller-scale social projects. For instance, to carry out a project called 'Painting Dreams', a parliamentary allowance of 300 thousand Real was transferred to the organization through one of the local council members. The fact that there were also serious irregularities in the accounts of this project, which was initiated to provide beauty courses and entrepreneurship seminars aimed at empowering women, drew attention. The Sao Paulo Municipality also demanded urgent explanation and evidence from the organization regarding the financial statements of this social responsibility project. The Brazilian media expects these increasing incidents, regarding the transfer of public money to suspicious organizations with potential links to corruption and organized crime syndicates, to be taken to court. This scandal causes both criticism from the opponents of the Bolsonaro administration and raises questions about how functional the anti-corruption mechanisms in the country are.
