Telangana Establishes Council Led by Chief Minister to Oversee Rural Employment Guarantee Act

The Telangana state of India has decided to establish a State Gramin Rozgar Guarantee Council, led by the Chief Minister, to oversee the implementation of the rural employment guarantee program. The primary purpose of this council is to ensure timely wage payments and closely monitor whether crucial provisions, such as unemployment allowances, are being fully fulfilled. Under the new regulation, the guaranteed employment period within a financial year has been increased from the existing 100 days to 125 days. According to the notification published in the official gazette, it is mandatory that wages be paid weekly to the workers employed under the program. If the employer or the government fails to comply with this timeframe, an additional compensation is stipulated to be paid to the workers. In this context, a late compensation fee will be calculated at a rate of 0.05 percent of the unpaid wages for each day passed from the 16th day until the payment is made. The main reason for applying such strict sanctions is to prevent workers facing economic difficulties from being aggrieved and to increase the reliability of the system.

Another important component of the regulation is the obligation to provide rapid employment to job-seeking citizens. Individuals applying to the program are guaranteed to be provided with a job within a maximum of 15 days from the date of application. If employment cannot be provided to the person within a reasonable period, a daily unemployment allowance will be initiated by the government. The unemployment allowance system functions as a safety net designed as a price for the government's failure in job creation. The council, established to inspect whether this comprehensive law is being implemented, will regularly review the program's performance. The council will also advise the government on policy matters and submit a detailed activity report to the Telangana Legislative Assembly every year.

A strong administrative structure has been established to ensure the successful implementation of the law in the field. A steering committee, headed by a senior officer of the rank of Chief Secretary or Special Chief Secretary, has been formed to oversee state-level implementations and the state plan. The task of ensuring coordination at the district level has been assigned to district Collectors. At the local level, local government units called zilla and mandal parishad are responsible for the direct execution and public delivery of the program. This hierarchical structure guarantees that all institutions, from the central government to village councils, work in coordination. To increase the transparency of the system, all plans will be uploaded to the Viksit Bharat National Rural Infrastructure portal, and central, state, and local schemes will be executed by integrating them.

Every household willing to do unskilled manual labor in rural areas will be registered by the Gram Panchayat, namely the village council, and equipped with a 'Rural Rozgar Guarantee Card'. Every adult member of a registered household will be entitled to demand work under this program, receiving wages according to the tariff set by the central government. The government has also introduced strict regulations regarding the provision of mandatory social facilities and workplace amenities at work sites. In the event of a worker's death or permanent disability while working, compensation will be paid under the Pradhan Mantri Suraksha Bima Yojana (PMSBY) insurance or according to central government norms. Strict Laws will be applied to recover misused funds, and no construction or infrastructure work will be started during the 60-day period when agriculture is at a standstill.
