Brazil and US Business World Seek Agreement Amid Threat of US Customs Tariffs

The possibility of the Amerika Birleşik Devletleri applying new and high customs tariffs (%25 and %12,5) to Brezilya products next week has prompted the private sectors of both countries to launch a widespread mobilization. In order to prevent a possible trade war, the Amerikan-Brezilya Ticaret Odası (Amcham), Brezilya Sanayi Konfederasyonu (CNI), and ABD Ticaret Odası came together to take a joint step. These institutions sent an official letter to both governments urging them not to escalate trade tensions further. The letter demands that the issue be resolved through negotiations to prevent damage to mutually integrated production chains. This joint initiative by the private sector emerged out of concern over the devastating effects a possible trade dispute would have on both countries' economies.

The overall tone of the joint declaration from the institutions in question contains deep concern but follows a highly pragmatic line. Officials emphasize that a potential tariff increase would negatively affect companies in both countries, cause severe disruptions in supply chains, and reduce global competitiveness. Instead, a constructive agreement model that can be implemented in the short term to protect and enhance bilateral trade is proposed. Within the scope of this proposal, strategically important areas such as the free movement of industrial inputs, energy security, infrastructure investments, and increased cooperation in critical minerals are prioritized. Thus, the aim is to prevent economic losses and maintain a more integrated trade structure.

Igor Lucena, an economist with a doctorate in international relations, believes that the business world's initiative increases its chances of success due to its political weight and strong lobbying activities. Stating that the ABD manufacturing sector is directly dependent on industrial inputs coming from Brezilya to complete production in its own factories, Lucena notes that this situation pushes American companies to prevent a rupture. According to Lucena, the outcome of the process should not be expected to result in a completely tariff-free trade environment; however, expanding the list of products that will benefit from customs exemptions as a result of negotiations stands out as the most likely scenario. Through this, it is aimed to prevent possible price increases in essential products such as coffee, oranges, and meat, which already keep food inflation under control in the ABD.

Felipe Cima, an international trade expert, argues while evaluating the issue that this customs strategy of the ABD has moved beyond being merely a government policy and has transformed into a permanent state policy. According to Cima, regardless of which party or president is in the Beyaz Saray, the ABD will maintain its tendency to safeguard its commercial interests. The investigations carried out under Section 301 of the ABD's Trade Act function not as a sanction tool, but as a strategic lever used in the global power struggle. Thanks to this mechanism, the ABD aims to strengthen its geopolitical and strategic position against Çin, while simultaneously avoiding losing its active areas in trade relations with Brezilya.

Experts assess that with these steps, the Washington administration aims not only to increase customs revenues but also to increase its bargaining power on sensitive issues that have long been on the table, such as corn ethanol, future regulations for large technology companies, and digital services taxation. This tension is interpreted not merely as an economic or political issue, but as a power struggle that will have a direct impact on the massive investment volume, inflation rates, and global competitiveness between the two countries. Considering all these dynamics, the intervention of major business organizations and their efforts to set up a negotiation table stand out as a critical step taken to prevent one of the most important economic relations of the Americas from drifting into full-scale destruction.
