Atina Belediyesi has announced Parkout, a new and free mobile application that allows drivers to share and find parking spaces in real time. This innovative system is based on a Peer-to-Peer (P2P) model that instantly matches drivers leaving a parking space with drivers looking for a parking space at that moment. The main purpose of the application is to cope with the chronic parking problem experienced in the city center and to significantly facilitate the daily lives of drivers. Moreover, this system works entirely on the principle of citizens cooperating with each other, without requiring the installation of any additional infrastructure, cameras, or sensors. Thus, Atina is taking another pioneering step in the field of digital municipalism in Europe by combining citizen participation with smart city technologies.
The working logic of the application has a very simple and user-friendly design. First, drivers need to download Parkout to their Android or iOS smartphones for free. A user who is about to leave the place where they parked their vehicle announces their departure via the application, notifying the system that the parking space will become vacant. At the same time, other drivers looking for a parking space receive instant notifications about the vacant parking spaces closest to their location. Thanks to this quick match, vehicle owners do not have to drive around in circles to find a parking space and have the opportunity to park much faster.
The Parkout application serves not all over Atina, but in neighborhoods outside of controlled (paid/regulated) parking zones. Many neighborhoods such as Prompona, Rizupoli, Patissia, Kypseli, Ampelokipi, Pangrati, Petralona and Neos Kosmos are within the coverage area of this new digital application. However, the system is not supported in the city's most touristically and commercially intensive areas such as Akropolis, Kolonaki, Plaka, Monastiraki and Exarheia. This distinction was made in order to prevent confusion in central areas, which are already managed by an intensive parking meter and controlled parking system. Thus, the application aims to offer an effective solution in residential and entrance areas where the parking problem hurts the most.
Municipal officials and the developers of the application emphasize the numerous benefits that Parkout will bring to city life with striking words. Primarily, it is anticipated that it will provide significant time and fuel savings by preventing drivers from driving aimlessly around the streets to find a parking space. As wasted traffic decreases, vehicle emissions and carbon dioxide (CO₂) output in the city will also drop, thereby directly contributing to Atina's achievement of its climate targets. Being free will also increase accessibility, acting as a tool that strengthens the culture of solidarity among citizens and city guests. In addition, ending the stressful cycle of searching for a parking space repeated every day will directly improve the quality of life and psychological well-being of Atinalıların.
Paris Harlautis, Deputy Mayor responsible for Technical Services and Digital Governance at the Atina Belediyesi, stated that smart cities can exist not only through technology but also with the active participation of citizens. Harlautis emphasized that Parkout turns an ordinary piece of daily information into a highly useful digital tool for everyone, and that the main purpose of the municipality's digital services is to offer practical solutions to the real needs of the public. Lazaros Karaoulis, CEO of ΔΑΕΜ Şirketi, which undertook the technical infrastructure of the project, stated that this application is a technological antidote to one of Atina's biggest problems. Karaoulis added that with the power of technology, city traffic will be relieved and citizens' daily transportation will be facilitated, and that the ultimate goal is to make the city more livable in every way.
