To reduce traffic congestion in Bolu city center and create a smoother transportation network, local authorities have made a significant decision. In this context, restrictions have been imposed on the passage of heavy-duty vehicles on the Kuvayı Milliye Bulvar route, one of the city's main arteries, at certain times. This decision, taken unanimously by the İl Trafik Komisyonu, aims to prevent the difficulties experienced in urban transportation. The new application plans to alleviate the traffic load caused by large vehicles, especially during busy time periods.

According to this new regulation that has entered into force, heavy commercial vehicles such as trucks and trailers are prohibited from entering traffic on designated routes. Under the application, these vehicles will not be allowed to travel on Kuvayı Milliye Bulvar and connecting roads between 08.00 and 20.00. With the decision, 'Trucks Prohibited' and 'Trailers Prohibited' signs were placed vertically on these routes to visually warn drivers. The restriction covers a wide area, including certain streets in Aşağısoku, Sağlık, Salıbeyler, Alpagutbey and Beşkavaklar neighborhoods and the surroundings of İzzet Baysal Devlet Hastanesi.

Inspection mechanisms have been put into effect for the strict enforcement of the ban; drivers detected in the restricted zone during specified hours will be issued an administrative fine under the Karayolları Trafik Kanunu. The amount of the fine determined for these violations is foreseen to be 5 thousand Türk Lirası, and it is planned that the financial penalty will have a high deterrent effect. Authorities have announced that they will be meticulous in identifying vehicles that do not comply with the bans and writing the necessary penal transactions. This situation creates a necessity for heavy-duty vehicle drivers to use alternative routes or travel outside of banned hours.

On the other hand, the rule is not absolute and allows for an exceptional application in cases of mandatory need. In cases such as emergencies or special transportation needs, heavy-duty vehicle drivers who wish to use the banned zone are required to obtain permission in advance. These permits will be officialized by obtaining them from the Trafik Tescil ve Denetleme Şube Müdürlüğü affiliated with the Bolu İl Emniyet Müdürlüğü. It has been stated that drivers will face the risk of penal action if they use the route during banned hours without this document.

In conclusion, this new practice in Bolu serves as a local administrative measure focused on relieving urban traffic. The decision aims to ensure that citizens and other drivers spend less time in traffic by reducing vehicle density in certain parts of the city. The success of the application depends on the regularity of inspections and drivers' compliance with the rules, and in the short term, frequent enforcement of penal sanctions is expected. In the long term, whether such restrictions will alleviate the traffic burden on the city center will be shaped by the observation of the local population.
