Brazil Federal Police: Mendonça's data control hides guilty leaks

Brazil's Federal Police (PF) four intelligence reports reveal that Supreme Federal Court (STF) Justice André Mendonça established an unsupervised structure by entrusting all investigative data to a single individual. The PF states that this arrangement violated institutional protocols, the chain of custody, and auditability, thereby making it impossible to identify the source of the guilty leaks.

According to the reports, Mendonça granted exclusive access to the entirety of operational data — including cell phone extractions and bank transactions — only to a trusted agent (Letícia Magalhães Espósito) and ensured that raw data was pre‑copied to his own office. The PF records that this created an "unauditable concentration of access" and materialized with the leak of a senator's phone image, not present in the case file, published on 8 August in the magazine Piauí.

The investigation opened by Justice Alexandre de Moraes against Mendonça is based on these reports. The PF concludes that Mendonça's subsequent order to investigate the leaks may constitute a "stage play" intended to cover up evidence pointing to his own office. It is also alleged that the same control mechanism was used to prevent the leakage of million‑dollar offshore transfers directed at Flávio Bolsonaro.
