July Pension Increase Rates Announced: SSK and Bağ-Kur %17.76, Civil Servants %13.52

The pension increase rates for July, eagerly awaited by millions of retirees, have been finalized with the clarification of the June 2026 inflation data released by the Turkish Statistical Institute (TÜİK). In line with the 6-month inflation data realized between January and June, the increases to be applied to the pensions of SSK and Bağ-Kur retirees and civil servants will be implemented at different rates. According to TÜİK data, the Consumer Price Index (TÜFE) rose by 0.99% monthly and 32.11% annually in June, leading to an inflation rate of 17.76% for the first 6 months. Accordingly, while SSK and Bağ-Kur retirees will receive a 17.76% hike, this rate was calculated differently for civil servants and civil servant retirees. Previous statements by Minister of Labor and Social Security Vedat Işıkhan had indicated that work on a new legal regulation regarding the lowest pension was ongoing.

The pension hike for SSK (4A), Bağ-Kur (4B), and agricultural retirees was limited to the 6-month inflation rate of 17.76%. Unless an additional legal regulation or difference payment is made, retirees in this group will receive their salaries with this increase. Regarding the lowest pension monthly payment, the base price set at 20,000 TL in January rose to 23,552 TL with a 17.76% increase along with the July hike. An SSK or Bağ-Kur retiree with a current salary of 20,000 TL will see their salary increase by approximately 3,552 TL to 23,552 TL. The new salaries for other retirees whose salaries are above this base will be calculated and reflected by applying the same 17.76% increase rate over their current salaries.

For civil servants and civil servant retirees (4C), however, the increase rate was calculated as 13.52% by combining the collective agreement and the inflation difference. In this calculation covering the July-December 2026 period, the 6-month inflation difference of 6.09% and the 7% collective agreement hike were added. In this context, civil servants will have raised their salaries with a rate remaining below the inflation difference received by SSK and Bağ-Kur retirees. This gap caused by different calculation methods brings along debates on the fairness of the salary increases, while the salaries of millions of civil servants and retirees were updated based on these new rates. Considering the fiscal burden of the new period and budget balances, these increase rates will be applied in accordance with collective agreement provisions.

These annual increases to pension payments are made twice a year, in January and July, in line with Turkey's economic conditions and inflation figures. For SSK and Bağ-Kur retirees, the main criterion is the direct application of the TÜFE rate for the relevant 6-month period, while the system works a bit more complexly for civil servants. In civil servant salary increases, the rates determined in the collective agreement are corrected according to the inflation announced at the end of 6 months, and if inflation exceeds the collective agreement rate, the difference is added to the salaries. This system aims to protect the purchasing power of civil servants, while also trying to ensure budget discipline and aiming to make salary increases predictable.

These hikes, valid for the second half of 2026, constitute an important factor that will directly affect the living standards of retirees. In particular, the new lowest pension of 23,552 TL, valid as of July, is a basic indicator that will determine the livelihood resources for millions of citizens. At this point where the working life meets the retirement segment, the adequacy of the increases to be made to retirees' pensions and the issue of purchasing power continue to be one of the most important economic discussion topics on the agenda. The possibility of further raising the lowest salaries with the additional legal regulations signaled by Minister Vedat Işıkhan keeps expectations alive in the retiree segment, while the current base salary has started to be applied as 23,552 TL.
