First Graduation Ceremony Held Inside a Prison in the Philippines

Tagoloan Municipal Jail in Tagoloan town, Misamis Oriental province, Philippines, marked a historic event on July 1, 2026. Led by Jail Warden JINSP CEASAR B PALER, the event, named the 1st Alternative Learning System (ALS) Graduation Program, was a concrete testament to the commitment to the education, rehabilitation, and personal transformation of detainees and prisoners. This ceremony was regarded as the pinnacle of educational initiatives within the facility and served to publicly honor the academic achievements of inmates who successfully completed their programs. A total of six students graduated during the event; two earned junior high school completion certificates, while four earned elementary school completion certificates. This special day was recorded not merely as an educational ceremony, but as an important milestone symbolizing hope and change within the prison walls.

Immediately prior to the official start of the program, representatives from local media outlets such as iFM Cagayan de Oro and DXCC RMN Cagayan de interviewed Jail Warden Ceasar B. Paler. In this interview, detailed information was shared regarding the importance of the educational opportunities offered by the ALS Program to inmates and how these opportunities support the positive transformation of detainees. The interest shown by media partners enabled the prison administration's vision of rehabilitation through education to reach a wider audience. Warden Paler stated that the wisdom of education and the quality of giving a second chance positively affect not only the lives of individuals but also the general safety of society. The ceremony was attended by distinguished guests, educational stakeholders, and personnel from the Bureau of Jail Management and Penology (BJMP). At the event, JSUPT NEIL FELIPE C RAMO, speaking on behalf of JSSUPT GIL V INOPIA JR, shared his thoughts and strongly urged the graduates to remember the vital importance of education, self-improvement, and lifelong learning. Ramo's speech contained the message that development must be sustained despite obstacles. Additionally, Ms. Merlie Emano, representative of the PESO Office attending on behalf of Tagoloan Municipal Mayor Hon. Atty. Nadya Emano-Elipe, delivered an inspiring message addressing the graduates. The speakers encouraged the graduates not to give up on their way to achieving their goals and dreams in the face of the difficulties they encounter. These speeches were carefully designed to increase the motivation of the graduates.

During the protocol ceremony, the introduction of candidates was made by Imelda C. Emano (PSDIC), verification procedures were carried out by the personnel, and the graduation of the candidates was confirmed by Edilberto L. Oplenaria, EdD, CESO V. Immediately following these official proceedings, the distribution of diplomas and the presentation of academic honors took place under the supervision of officials from the Ministry of Education (DepEd), section personnel, the Guest Speaker, and the representative of the Municipal Mayor. One of the most striking moments of the ceremony was the keynote speech delivered by Guest Speaker Jhustine Kym R. Naduma. Naduma reminded the graduates of the value of education as a powerful tool for personal development, transformation, and success, giving them hope for the future. The event concluded with the presentation of appreciation plaques, a pledge of loyalty, the graduation song, closing remarks, and a passing parade. Through this successfully held first ALS graduation program, Tagoloan Municipal Jail has once again reaffirmed its commitment to BJMP's mission of reformation and reform.
