Russia is Recruiting Low-Income Foreigners as Mercenaries to Fight Against Ukraine

Russia is sending thousands of low-income citizens from African countries, Asia, and Cuba to the war in Ukraine by recruiting them with false promises. These individuals are being deployed to the front lines to directly participate in the fighting within the ranks of the Russian army. According to early 2026 data, at least 28,000 foreign nationals have fought or are currently fighting in the ranks of the Russian Federation's army. A large portion of these soldiers are driven into operations unaware of the true nature of the opportunities offered. According to the report, the process has also brought about the transformation of foreign worker recruitment mechanisms into a weapon.
