Tender for Concrete in Exchange for Cash from Samsun Çarşamba Municipality

In the Çarşamba district of Samsun, the municipality will allow the establishment of a ready-mix concrete plant on an approximately 6,000-square-meter piece of land. In this system, which is applied instead of classical rent or sale methods, the municipality will not receive cash but directly ready-mix concrete in return for the use of the land. This model, in which the total estimated cost is determined as 18 million TL, will be implemented through a rare barter (exchange) method seen in recent years.

Instead of paying rent, the winning company will deliver the concrete it will produce to be used in the municipality's road construction and infrastructure services. Accordingly, the contractor company must produce at least 2,000 cubic meters of concrete annually, and a total of 6,000 cubic meters of concrete by the end of three years. Contract conditions also include strict criteria such as the concrete plant having a capacity of at least 90 cubic meters/hour and obtaining all necessary licenses.

The tender will be held on Monday, July 27, 2026, at 10:00 at the meeting hall of the Çarşamba Municipality. Companies wishing to submit bids must submit their files by 09:00 on the same day. It is stated that if this trade model is successful, similar practices could become widespread across Türkiye.
