Extreme heat makes headlines in Italy: Volt Europa calls for a climate plan for Lucca

In the city of Lucca, Italy, Alessandro Bassetti, the local representative of the Volt Europa movement, called for the preparation of an urgent climate action plan against increasing heatwaves. Criticizing the statements of Vittorio Fantozzi, a regional councilor from the Brothers of Italy (Fratelli d'Italia) party, regarding climate change and extreme heat, Bassetti emphasized that this problem is too real to be seen as political propaganda. Bassetti stated that the official's defense that hail has also fallen in the summer months in the past serves no purpose other than deflecting from the issue, adding that the frequency, severity, and impact on urban areas of today's meteorological events have reached a completely different dimension. Bassetti noted that vulnerable groups, especially the elderly, children, those working outdoors, and families struggling to keep their homes cool, are the most affected by this situation. Arguing that Lucca needs to be much better prepared for these new climate realities, the Volt Europa representative drew attention to the inadequacy of the city's existing infrastructure.

It is stated that the risks faced by the city of Lucca are extremely concrete and directly affect daily life. Bassetti pointed out that overheating squares in the city center, unshaded bus stops, neighborhoods covered in excessive asphalt, low air quality, flood risk, and general land fragility are all local government issues. He emphasized that such problems are administrative duties requiring urgent solutions rather than subjects of political debate. Stating that the local impacts of climate change have reached a level that can no longer be ignored, Bassetti noted that this situation lowers the quality of life of ordinary citizens. He added that these risks must be placed at the center of the city's planning processes, otherwise the current problems will deepen further with each passing year.

Bassetti reminded that the Lucca Municipality actually approved a comprehensive action plan to combat the climate emergency in 2021, before the current Pardini administration. The Volt Europa representative stated that the fate of this plan is currently unclear, questioning whether the plan has been updated and whether it is regularly monitored. He demanded that the local government transparently explain whether this strategy has public targets and measurable indicators. Furthermore, suggesting that the areas of the city most affected by heatwaves should be mapped, Bassetti stated that urgent intervention strategies should be determined based on this data. He added that it is necessary to scientifically determine where more shade, more trees, new water points, and less asphalt are needed in the city.

Still, Bassetti does not claim that the Lucca Municipality has done nothing to date; he acknowledges that some important steps have been taken. He highlights positive initiatives by the municipality such as purchasing electric buses, building new bike paths, modernizing street lighting with LED lamps, and planting new trees. Additionally, it is noted that the project to green the schools in the city is considered a commendable effort. However, Bassetti argues that such localized interventions, done in a scattered manner, cannot replace a real and comprehensive climate strategy. He emphasizes the need for an independent assessment of how much these steps actually protect the people living in the city's most vulnerable areas to climate change.

The core proposal of Volt Europa Lucca is to turn the city's climate action plan into a living, transparent, public, and auditable tool for everyone. Bassetti states that the climate plan should not be a document that only remains on paper, but a dynamic process that is continuously updated and open to citizen participation. Noting that it is essential for the city's sustainability and public health that this plan is equipped with measurable metrics, the representative believes that accountability should be a fundamental principle of local governments. Ultimately, the goal is to remove the fight against climate change from being an ideological debate and transform it into a technical and practical management approach driven by collective wisdom for the future of the city. This call serves as a wake-up call and a starting point not only for Lucca, but for all Italian cities facing similar climate risks.
