Call for Conservation from Kazakistan Following the Fuel Crisis in Rusya

Oljas Baydildinov, an oil and natural gas sector expert, argues that Kazakistan must take precautions against the risk of the deepening fuel crisis in Rusya spreading to Kazakistan. Baydildinov states that even though the government makes reassuring statements, it needs to take urgent steps to encourage citizens and the business world to conserve fuel. It is expressed that the supply problems, which have emerged in neighboring countries and are increasingly worsening, seriously threaten Kazakistan's domestic market. The expert emphasizes that the vulnerability, especially in the supply of regional petroleum products, is a problem that must be managed with long-term strategies. In this context, it is stated that adopting a proactive approach is essential to minimize the effects of the crisis.

One of the most important examples justifying Baydildinov's concerns is what is happening in Kırgızistan. Kırgızistan faces a massive vulnerability stemming from meeting approximately 90 percent of its fuel needs from Rusya. The country's recent removal of state-mandated gasoline price caps indicates a serious supply shortage and pricing crisis in the market. While Kırgızistan is currently experiencing a de facto fuel shortage, it is trying to import diesel and jet fuel from Çin to find alternative sources. However, since the supply from Çin involves much higher costs both in terms of product prices and logistical expenses, this situation places an extra burden on the economy.

It is noted that the domestic market situation in Rusya is also increasingly deteriorating, creating regional ripples. In late May 2026, a series of severe blows to refineries and oil depots in Rusya caused a significant portion of the country's refinery capacities to be disabled. This situation triggered a gasoline and diesel fuel shortage during the period of high demand created by the holiday season and intensive agricultural activities in the summer months. Although Rusya officials describe this shortage as a 'non-critical' level, serious restrictions on fuel sales were imposed at many gas stations. Restrictions at large fuel stations led small and independent stations to increase their prices exorbitantly, further destabilizing the market.

Despite this, Kazistan continues to have one of the lowest fuel prices in the region for now. According to international fuel price data, a liter of gasoline in Kazakistan is approximately 0,69 dollars, and diesel fuel is at the level of 0,73 dollars. These figures remain well below those of countries such as Azerbaycan, Rusya, Kırgızistan, Çin, Özbekistan, and Ukrayna. Expert Baydildinov states that these low prices are encouraging but raise serious question marks regarding the sustainability of the situation. How long these prices, which are almost half the price of those in neighboring countries, can protect the Kazakistan market due to external demand pressure remains a matter of curiosity.

On the other hand, the Kazakistan Ministry of Energy has repeatedly announced regarding the issue that there is absolutely no gasoline or diesel fuel shortage. According to the ministry's statements, fuel stocks across the country are fully compliant with the established norms, and stability in the domestic market continues without deterioration. Government officials argue that despite all the crises experienced in neighboring countries, the Kazakistan market remains strongly afloat. Additionally, it is reported that Rusya citizens are allowed to purchase fuel from stations in Kazakistan under certain conditions due to the fuel shortages they are experiencing. The Kazakistan government continues to monitor the situation closely to ensure the security of its own domestic market and to protect itself from the devastating effects of the regional crisis.
