NATO 3.0: Mark Rutte's billion-dollar defense move to influence Trump

NATO Secretary General Mark Rutte is promoting the concept of 'NATO 3.0' to influence US President Donald Trump, aiming to define the alliance's future and relations with the US. Speaking at a press conference in Washington, Rutte emphasized that European allies and Canada have added 1,2 trillion dollars to their defense spending over the decade from 2016 to 2026. Noting that these investments increased by approximately 20 percent in 2025 alone, reaching 139 billion dollars, Rutte stated that this figure represents a 'huge increase' achieved in a single year. The former Dutch Prime Minister specifically highlighted that the logic of 'burden-sharing' between the US and Europe has now turned into 'burden-shifting' and that this tremendous progress took place under Trump's leadership. This rhetoric can be characterized as a strategic effort to appease Trump and lighten the US contribution to European defense.

However, Mark Rutte grounds the situation on a concrete footing by arguing that spending money alone is not enough, and that the capacity of the defense industry must keep up. He states that Russia's war machine continues to operate at full capacity and that industries on both sides of the Atlantic must strengthen further to counter it. Rutte emphasizes the need to move from a 'high fashion' approach to serial production in defense manufacturing and the requirement to convert economic power into military power. The NATO Secretary General heralds that allies will take concrete steps, planning to announce new contracts worth tens of billions of dollars during talks planned in Ankara.

By stating that Putin is not afraid of promises but fears their implementation, he highlights the alliance's determination. 'This is exactly what we are doing, Vladimir, we will defend ourselves' he shouts out once more how serious the alliance is.

This increase in European countries' defense spending indicates that the 'burden-shifting' process, meaning lightening the US load and shifting security responsibility to the old continent, has effectively begun. In light of this data, the steps Europe has taken towards defense autonomy and the pressure to meet US expectations are rapidly changing the balance.
