Emphasizing that the interruption of train services to the center is not a random optimization decision, Razvozhaev argued that highly objective and mandatory infrastructure works underlie the situation. He stated that the current transportation arrangement will continue until these works are completed, and that this limited system will operate until a new order is given. However, these technical justifications provided by the authorities are not seen as sufficient to permanently soothe the patience of the aggrieved public who have to travel every day. Citizens are waiting for a concrete schedule for the immediate resolution of these major disruptions and for the city to return to its normal functioning.

The volume of these intense public applications and the scale of the problems experienced clearly reveal that local authorities are pushing the limits of their crisis management capacities. In the coming days, whether the fuel supply in Sevastopol will return to normal and whether train services will be restored to their previous state will be closely monitored. The city's deliverance from these troubles will be shaped by how effective the authorities' field steps and the solutions they implement prove to be.
