US-Europe Division at the NATO Ankara Summit: An Opportunity for Russia and China?

The NATO Summit held in Ankara, the capital of Turkey, revealed the deep chasms within the alliance. The summit, organized on 7-8 June, took place thanks to the personal respect US President Donald Trump felt for Turkish President Recep Tayyip Erdoğan. Trump's harsh criticism of NATO and dissatisfaction with his allies became the most important factor determining the main agenda of the summit. Instead of the alliance's future strategic goals, the US's demands and unilateral expectations were put on the table. This situation caused great disappointment among European leaders and raised serious concerns that the alliance's spirit of unity was weakening.

During the summit, NATO Secretary General Mark Rutte used extremely harsh language towards Russia. Emphasizing that Russia needs to be redefined as a long-term threat to the alliance, Rutte stated that NATO, representing a population of one billion, is ready to defend every centimeter of its territory. It was confirmed that the declaration adopted at the 2022 Madrid Summit, which identifies Russia as a threat, would be adhered to. However, behind this harsh rhetoric lay the strategic differences within the alliance's internal dynamics that were increasingly deepening. This shared rhetoric on European security was not seen as sufficient to cover up the practical political divisions.

One of the most prominent features of the summit was the explicit surfacing of the strategic autonomy struggle between the US and Europe. The Trump administration wants NATO to move beyond focusing solely on Russia and take on new missions on a global scale. In particular, the stance on Iran and the demand for NATO's involvement in a potential conflict were met with great resistance by European countries. Furthermore, the US effort to involve Europe in global issues such as keeping the Strait of Hormuz open created serious tension among allies. Trump's expectation of increasing European defense budgets to channel this money into the US defense industry became a position that Europe categorically opposed.

Spain's stance within the alliance and disagreements over issues like Greenland were also among the topics placed on Trump's target board. According to reports by Politico magazine based on sources, European leaders observed that Trump did not come to Ankara seeking an agreement, but rather exhibited an extremely rigid and demanding attitude. Experts note that Trump is trying to impose his expectations regarding Iran on Europe and that this is shaking the fundamental dynamics of the alliance. This situation leads to the questioning of not only transatlantic relations but also Europe's own security architecture. European leaders openly viewing Trump as a threat and not hiding this is considered one of the most important signs proving the extent of the division.

All these developments are evaluated in favor of Russia by political analysts and former diplomats. According to former Turkish Commercial Attaché Aydın Sezer, this agenda crisis that NATO cannot resolve opens up a diplomatic maneuvering area for Russia. As the US's efforts to continuously expand the alliance and focus on threats beyond Russia meet Europe's resistance, Moscow's job becomes easier. Sezer predicts that the strategic autonomy struggle between Washington and Brussels will continue and even deepen during Trump's presidency. Consequently, this summit, where NATO attempts to give a message of unity and solidarity, carries consequences that will reshape global power balances, whether intentionally or unintentionally.
